Dr. Sun Yuanhui, CEO and director of Shandong Ocean Engineering Equipment Co., LTD., Chairman and CEO of Blue Ocean International Drilling Co., LTD., an expert of the national "Thousand Talents Plan", expressed his views on the current situation of the offshore industry market at the "International Forum on Core Equipment Technology of Offshore Industry Finance".
Marine engineering equipment is a broad market. Offshore drilling platform is only a part of offshore equipment, but also an indispensable key point.
In terms of functions, offshore drilling platforms can be divided into drilling platforms based on drilling functions (including jack-up drilling platforms, drilling ships and semi-submersible platforms), various types of drilling auxiliary platforms based on drilling auxiliary functions, and various comprehensive platforms that combine drilling and production functions.
At present, the total number of offshore drilling platforms in the world is nearly 900 (units), mainly distributed in the United States Gulf of Mexico, South America, Northwest Europe, West Africa, the Middle East and Southeast Asian waters including offshore China, mainly jack-up, fixed and semi-submersible platforms.
If Marine engineering is divided into coastal engineering, offshore engineering and deep-sea engineering, China can basically achieve independent research, development, design and construction of coastal engineering equipment in terms of the current development level of the domestic offshore industry; For shallow sea engineering equipment can only achieve part of the independent design; It does not have core research and development capabilities in deep sea engineering equipment and high-end products in shallow sea engineering equipment.
Frankly speaking, most of the so-called independent design in China is nothing more than a slight modification on the basis of a mature design abroad. Due to the limited control of the core concept and essence of the design, once the modification is too large, there will be various problems.
In short, there is still a big gap between China's ocean engineering equipment manufacturing industry and developed countries, and it is in the third camp of the industry, and China's ocean engineering road has a long way to go.
At present, countries' capital investment in the offshore industry is decreasing: according to the data of 85 companies around the world, national capital investment is expected to decline by 15% in 2015 and 5% in 2016. According to the current investment budgets announced by the oil companies in 2015, the major companies have cut costs by 15-20%, which also reduces the overall investment of the industry by 20%, indicating that there is a further decline in oil prices. At the same time, the reduction in the ratio of cash flow to investment will have a related impact on production.
According to the recent report analysis of the US EIA (Energy Information Administration), global crude oil supply oversupply concerns still exist, Russia's crude oil demand will reduce, the United States is still the main source of non-OPEC supply growth, Iraq is still the suspense in the global crude oil production forecast. There is a great deal of uncertainty about global crude oil supply.
Despite the ups and downs of the drilling market, we should be aware of some of these realities; About 550 jack-up RIGS and 225 semi-submersible RIGS are currently in service worldwide. About 80 jack-up drilling RIGS are under construction. More than 65 percent of today's RIGS have been in service for 20 to 30 years beyond their design life.
The comparison of international and Chinese offshore drilling platform development clearly tells us that in the offshore oil drilling and production equipment industry, China started late; China's offshore oil drilling and production equipment industry is in the ascendant period; It is imperative that China's Marine engineering products and industries gradually go to the world.
